Using back-stitch, sew up front and back seams.
With right side facing, using set of No. 8 Needles and M„ knit up 72 [B 76] [C 80] sts. evenly around neck.

Rep. 1st round 24 [B 28] [C 32] times.
Cast off loosely in rib.
Fold neckband in half on to wrong side and slip-stitch in position.
FRINGE
With right side facing, using 5 M/M (No. 6) Hook and M., work 1 round of d.c. evenly around lower edge.
Wind M. around a piece of cardboard 3½ [B 4] [C 4½] ins. wide and cut along one side. With wrong side facing, using 2 strands of yarn, fold yarn in half, and draw loop through a d.c., pull ends through loop and tighten. Rep. in every alt. d.c. around lower edge.
